Organization and Development of CAF Geographical Units

Structure and Composition of CAF Geographical Units
- CAF GUs consist of officers and men from the active force cadre and qualified reservists living locally.
- Active force cadre may be assigned to other units while their assigned CAF GU remains inactive.
Mobilization of the Citizen Armed Force
- Mobilization of the CAF is allowed when military necessity arises.
- Requires recommendation from the Secretary of National Defense and approval by the President.
- CAF may augment regular AFP forces or support formations and units.
- Active Auxiliary Units can be activated from volunteers after proper screening in consultation with local officials and civilian leaders.
- These Auxiliary Units represent a partial activation level, short of full active duty.
- Members of Active Auxiliary Units do not have law enforcement or police powers.
Legal Status During Training and Service
- All CAF members undergoing training or active service are subject to military law and the Articles of War.
Funding
- Necessary funding is sourced from the Department of National Defense's existing appropriations.
Rulemaking Authority
- The Secretary of National Defense must promulgate rules and regulations to enforce this Executive Order.
- These rules are subject to the President's approval.
Repeal and Modification of Inconsistent Laws
- All prior laws, orders, or regulations conflicting with this Executive Order are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect 90 days after its publication in the Official Gazette or a newspaper of general circulation in the Philippines.
