- A mock auction is scheduled to be held on November 23, 2004, prior to the actual auction.
- Motor vehicle owners without home Internet access may be assisted by 120 nationwide Netopia CafA sites.
- LTO Central, Regional, and District Offices may recommend these internet cafes as assistance centers.
Registration and Payment Requirements
- Prospective bidders are required to pay a non-refundable registration fee of ₱1,000.
- A refundable deposit of ₱50,000 is also required.
- Payments should be made to the LTO Central Office via cash, manager’s check, cashier’s check, or deposited in Land Bank of the Philippines (LBP) under the VLP Trust Account No. 0572104397.
- Payment of fees qualifies a payee to participate in the on-line auction.
Application and Validation Process
- Applicants must submit duly accomplished application forms together with a copy of the deposit slip.
- Submissions are handled by the VLP Committee through a designated fax number and email address.
- Upon validation of the deposit slip and evaluation of the application, the Committee will confirm receipt and provide a pre-generated Username and Password for auction access.

- Application forms and Frequently Asked Questions (FAQs) are made available on the LTO official website.
- Hard copies of application forms may also be secured from LTO Central, Regional, and District offices.
Auction Logistics and Compliance
- A list of the 63 Limited Edition vanity plates, identified as Lot 1 to Lot 63, is published and attached for reference.
- The On-line Auction Procedures are distributed to respective offices for strict compliance.
Implementing Authority
- The Circular was promulgated and adopted by Assistant Secretary Anneli R. Lontoc on November 18, 2004, under LTO Memorandum Circular No. 552-2004.
