Presidential Memorandum Order No. 65 dated 20 June 2002 authorizes the Department of Transportation and Communications (DOTC), through the Land Transportation Office (LTO), to issue optional motor vehicle plates bearing preferred inscriptions.
The circular promulgates guidelines for the implementation of the On-line Auction System for the Vanity License Plate (VLP) Limited Edition, including the procedures for nationwide online participation and payment requirements.
The online auction covers only the 63 Limited Edition Vanity License Plates.
A non-refundable registration fee of P1000 and a refundable deposit of P50,000 must be paid to the LTO Central Office via cash, managers check, cashier's check, or deposited at any LBP branch under the VLP Trust Account No. 0572104397.
Applicants must submit their duly accomplished application forms together with a copy of the deposit slip to the VLP Committee through fax at (02) 929-2779 or email at VLP2BID@lto.gov.ph.
Upon validation and evaluation, the VLP Committee will inform the applicant that their application has been received and will provide a pre-generated Username and Password directly to the bidder's e-mail address.
Applicants can download these documents from the LTO official website at www.lto.gov.ph or secure them from the LTO Central, Regional, or District offices.
The mock auction is conducted to familiarize and prepare prospective bidders on the procedures and operations of the actual VLP On-line Auction.
