Functions and Responsibilities

- Prepare and submit annual plans, budgets and resource programs to the Sangguniang Panlungsod.
- Conduct continuous disaster monitoring and mobilize LGUs, CSOs, private groups, and volunteers.
- Identify and manage hazards, vulnerabilities, and risks.
- Disseminate risk information and enhance public awareness.
- Maintain databases of resources, infrastructure, and critical facilities.
- Establish partnerships with private sector and civil society.
- Organize, train, supervise local emergency response teams and Accredited Community Disaster Volunteers (ACDVs).
- Ensure gender-sensitive, immediate relief and recovery operations.
- Serve as Secretariat and executive arm of the Valenzuela City Disaster Risk Reduction and Management Council (VCDRRMC).
- Coordinate other disaster risk reduction activities and inter-LGU linkages.
- Recommend local ordinances in line with R.A. 10121.

- Submit utilization reports on disaster management funds to COA and concerned agencies.
Accreditation and Mobilization of Volunteers

- Volunteer lists submitted to Office of Civil Defense through local DRRM office for accreditation and database inclusion.
- National roster of ACDVs, National Service Reserve Corps, CSOs, and private sector maintained by Office of Civil Defense.
- Volunteer mobilization to follow NDRRMC guidelines; injured/deceased volunteers entitled to compensatory benefits.
- Mandatory emergency response training for public sector employees.
Dissemination and Administrative Provisions
- Copies of the ordinance furnished to key city offices and auditors for compliance and action.
- Contains separability clause ensuring unaffected provisions remain valid if any part is invalidated.
- Repeals inconsistent provisions of Ordinance No. 68 Series of 2012 and other conflicting regulations.
