The primary purpose is to create the Valenzuela City Disaster Risk Reduction and Management Office (VCDRRMO), define its organizational structure, duties, and functions, and appropriate funds for its operation.
The VCDRRMO operates under the Office of the City Mayor of Valenzuela City.
The four divisions under the VCDRRMO are: Administrative Division; Training Division; Research and Planning Division; and Operations and Warning Division.
The DRRMO must be Civil Service Eligible and have Civil Defense or Disaster Risk Management Experience.
Officers and employees holding current positions are given preference for appointment to the new positions, and no new employees shall be hired until all current officers and employees (including temporary and casual) who are qualified and eligible have been appointed.
Funds appropriated for the VCDRRMO shall come from the Annual Budget of 2015 and succeeding annual executive budgets, with salaries and benefits of existing Disaster Preparedness Office employees retained as appropriated.

Section 12 of RA 10121 mandates the establishment of a Disaster Risk Reduction and Management Office (DRRMO) in every province, city, and municipality.
Volunteers are accredited through the Office of Civil Defense via the city DRRMO, included in a national roster, mobilized per NDRRMC guidelines, and are entitled to compensatory benefits and insurance if injured or killed during disaster activities.
Section 453 (a)(1)(iv) of the Local Government Code of 1991 empowers the Sangguniang Panlungsod to approve ordinances adopting measures to protect city inhabitants from disasters and provide relief services.
The invalidity or unconstitutionality of any provision does not affect other parts of the ordinance, which shall remain in full force and effect (Separability Clause).
The ordinance took effect fifteen (15) days after its publication in a newspaper of general circulation within Valenzuela City.
