Purpose: temporary plates during shortages
- Temporary plate issuance is authorized to address delays in the manufacture and distribution of permanent license plates.

Scope and who may issue temporary plates
- Regional and District Offices that have run short of permanent license plates issued by the Central Office are authorized to issue temporary plate numbers.
- Temporary plate numbers may be issued only in extreme emergency cases.
- District Offices perform the assignment and issuance of the temporary plate numbers and corresponding coding requirements.
- The Records Officer maintains the required logbook for all temporary plate numbers.
Assignment rules for temporary plate numbers
- The District Office shall assign and issue the corresponding agency code as reflected in MC No. 91-134.
- The temporary plate number must include a three-digit number starting from 001.
- The last digit of the temporary plate number must correspond to the last digit of the regular permanent plate that will be used subsequently.
- The correspondence between the temporary plate’s last digit and the regular permanent plate’s last digit becomes the basis of the registration schedule.
Issuance authority and required signatures
- The District Office shall issue authority to use temporary plates.
- The authority to use temporary plates must be signed by the TDO (with Annex A as the referenced form).
- Temporary plate authorization is issued through an official authority that is signed in accordance with the circular’s specified signatory requirement.
Recordkeeping and strict numerical sequencing
- The Records Officer shall maintain a log book for temporary plate numbers.
- The log book entries must be organized according to classification.
- Entries must be made in strict numerical sequence.
- The log book must reflect all temporary plate number entries entered by the office responsible for records.
Compliance and adoption
- Compliance with the rules on temporary plate issuance and records is required as a matter of strict compliance.
- The circular is adopted on 30 Jan. 1992.
