It is issued in pursuance to Batas Pambansa Nos. 43 and 74 implemented by Administrative Order No. 3, 1980, and further implemented by LTO Memorandum Circular No. 82-028.

The District Office shall assign and issue a corresponding agency code as reflected in MC No. 91-134 plus a three-digit number starting from 001. The last digit of the temporary plate number must correspond to the last digit of the regular permanent plate that will be used subsequently.

The authority to use temporary plates must be signed by the TDO (Territorial District Officer).

The Records Officer shall maintain a log book where temporary plate numbers are entered according to classification, and all entries must be in strict numerical sequence.

The use of temporary license plates is allowed only pending the manufacture and distribution of permanent plates due to lack of sheeting materials, and only in extreme emergency cases when permanent plates are unavailable.

The authority to use temporary plates is issued by the District Office, signed by the TDO, and an example is available upon request at the Office of the National Administrative Register (ONAR), U.P. Law Center as Annex A.
