Jurisdiction and Delineation of Custom Collection District
- The Commissioner of Customs is empowered, with the Finance Secretary's approval, to redefine the jurisdictional boundaries of the Port of Manila.
- This includes establishing Customs Collection District No. XVI, corresponding to the District Port of Limay and Mariveles.
- Collection District XVI covers the entire province of Bataan and additional areas as determined by the Commissioner.
- Exclusion applies to SBMA-Bataan area governed by RA No. 7227, Proclamation No. 984, and EO No. 381.
- The Port of Mariveles is designated as a Sub-port under this district.
Authority over Port Officials and Administration
- The District Port of Limay and Mariveles shall be headed by a Customs Collector V.
- Deputy Collectors of Customs will assist as determined by the Commissioner of Customs.
- The Sub-port of Mariveles will be managed by a Port Collector, assisted by Deputy Collectors.
Personnel Management and Organizational Structure
- The Commissioner of Customs, with Secretary of Finance's approval, is authorized to determine personnel needs.
- Personnel transfers, movements, or new position creations are subject to Civil Service rules.
- These personnel adjustments are integrated into the Bureau's Rationalization Plan.
Funding and Budgeting Provisions
- Initial operational funds for the District Port of Limay and Mariveles will come from existing Bureau of Customs funds.
- Future appropriations will be included in budget proposals in accordance with prevailing budgeting and auditing laws.
Effectivity and Publication
- The Executive Order takes effect fifteen days after its publication either in the Official Gazette or a widely circulated newspaper.
- Reflects formal issuance by the President and Executive Secretary, marking official activation of the new port status and related authorities.
