The main purpose is to upgrade the Ports of Limay and Mariveles as Principal Ports of Entry to accelerate economic growth and development in Bataan and its Special Economic Zone.

They are declared as the District Port of Limay and Mariveles, which becomes Customs Collection District No. XVI.
The Commissioner of Customs, subject to the approval of the Secretary of Finance, is authorized to redefine these jurisdictional boundaries pursuant to Section 701 of the Tariff and Customs Code of the Philippines.
Collection District XVI covers the entire province of Bataan and other areas added by the Commissioner of Customs, excluding the SBMA-Bataan area created under Republic Act No. 7227 and related laws.
The Commissioner of Customs, subject to the Secretary of Finance's approval, may determine personnel requirements, issue orders for transfer or movement of personnel, and create new positions, adhering to Civil Service rules.
The District Port of Limay and Mariveles is headed by a Customs Collector V, assisted by Deputy Collectors of Customs, while the Sub-port of Mariveles is headed by a Port Collector, also assisted by Deputy Collectors.
Initial funds will be drawn from the available funds of the Bureau of Customs with subsequent appropriations incorporated into its budget proposals.
It takes effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.
Upgrading allows the ports to avail of manpower complement and resources from national government agencies such as the Bureau of Customs, facilitating infrastructure and system development and attracting more investors.
