Legal basis and referenced issuances
- POEA Memorandum Circular No. 10 s. 1993 is issued in accordance with Memorandum Circular Nos. 70 and 5, Series of 1981 and 1984, respectively.
- The circular also anchors the requirement on Minimum Requirements and Qualification Standards for Entry and Promotion to Grade of Filipino Seafarers (MRQSEPG).
- The MRQSEPG became effective on 10 May 1991.
