Seafarer registration and course requirement

POEA Memorandum Circular No. 10 s. 1993 is issued in accordance with Memorandum Circular Nos. 70 and 5, Series of 1981 and 1984, respectively.
The circular also anchors the requirement on Minimum Requirements and Qualification Standards for Entry and Promotion to Grade of Filipino Seafarers (MRQSEPG).
The MRQSEPG became effective on 10 May 1991.
The circular further relies on Memorandum Circular Nos. 1 and 1-A, Series of 1993, which are stated as effective March 16, 1992.

The circular establishes that completing required radar-related training is mandatory when licensed deck officers undergo updating/renewal of registration and processing of employment contracts.
The circular reinforces compliance rules for POEA registration processing to ensure deck officers meet training qualifications for continued documentation.

POEA Memorandum Circular No. 10 s. 1993 requires completion of the Radar Observers Course and the Radar Simulator Course.
The completion of both courses is mandatory for all licensed deck officers.
The mandate applies specifically to the updating/renewal of registration and the processing of employment contracts by the Administration.
The circular directs that deck officers must be registered and processed according to whether they have completed the required courses.

Memorandum Circular Nos. 1 and 1-A, Series of 1993 require the Administration to issue a permanent registration number to each registered seaman.
The Seafarers Registration Certificate remains valid under the permanent registration framework.
The Seafarers Registration Certificate is replaced only when the seaman acquires new license or additional sea experience to upgrade rank/position.
Deck officer registration and issuance of permanent registration numbers are tied to completion of the required courses.

The Administration registers only deck officers who have completed the Radar Observers Course and Radar Simulator Course.
Only eligible deck officers may be registered accordingly.
Deck officers who complete the courses are eligible to be issued the required permanent registration numbers.
The circular is issued for guidance and compliance by the concerned parties undergoing the Administration’s registration updating/renewal and employment contract processing.
