To require completion of the Radar Observers Course and Radar Simulator Course as a mandatory condition for licensed deck officers in the updating/renewal of their seafarer registration and in the processing of their employment contracts.
Memorandum Circular Nos. 70 (1981) and 5 (1984), as well as the Minimum Requirements and Qualification Standards for Entry and Promotion to Grade of Filipino Seafarers (MRQSEPG), which became effective on 10 May 1991.

It applies to both—updating/renewal of registration and processing of employment contracts.
That the Administration will issue a permanent registration number to each registered seaman.
It remains valid as a permanent arrangement and is only replaced under specific conditions.
Only when the seaman is able to acquire a new license or additional sea experience to upgrade his rank/position.
The circular reminds that only deck officers who completed the courses shall be registered accordingly and issued permanent registration numbers.
Effective March 16, 1992; it is important because it governs the system of permanent registration numbers and the continued validity/replacement conditions of the Seafarers Registration Certificate.

The circular bases the mandatory course requirement on the MRQSEPG, which became effective on 10 May 1991.
It is mandatory; it states that completion of the courses is “mandatory for all licensed deck officers” for registration updating/renewal and employment contract processing.
They must have completed both the Radar Observers Course and the Radar Simulator Course to be registered accordingly and issued permanent registration numbers.
