Purpose and policy objective

Coverage and budgeting role
- All agencies must participate in the updating process using BP Form 207.
- For the 1995 PSI, Columns 1–8 reflect information updated by DBM as of 31 December 1994, while Columns 9–15 are to be edited, revised, or updated by agencies as of 31 December 1994.
- The updated BP 207 entries are a pre-requisite to the review of agencies’ 1996 staffing modifications.
- The updated BP 207 entries do not replace Budget Call Forms 204 and 205.
Updating timeline and submission schedule
- The update requires agencies to accomplish the BP Form 207 based on the status as of end of 31 December 1994.
- Agencies must submit the accomplished BP Form 207 on or before March 15, 1995.
- Regional Offices of DECS and DOH as well as SUCS must submit through the DBM Regional Offices concerned.
- All other agencies must submit to Compensation and Position Classification Bureau, DBM Building I, General Solano St., San Miguel, Manila.
BP Form 207 structure and what is validated
- The memorandum describes BP Form 207 as containing base information for Personal Services needed for the preparation of succeeding years’ budgets and documentation of the Personal Services Itemization.
- The form is stated to consist of 15 columns establishing a profile of each position, including salary grade, category level, geographical distribution, authorized vs. actual salary, and attribution to the agency’s Program/Project/Activity structure.
- Agencies must verify and confirm entries for Columns 1–8.
- Any discrepancy in Columns 1–8 must be brought to the attention of the CPCB Division or the DBM Regional Office concerned, and agencies must present pertinent official documents to effect changes in those columns.
Column-by-column operational rules
- For 1995 PSI, Columns 1–8 provide the basis for the 1995 PSI, and the memorandum directs positions to be listed individually to facilitate tracking of modifications and related entries.
- Agencies must confirm that the total number of positions in Column 6 matches the position titles reflected in Column 4.
- Columns 9–10 require coding the geographical dispersion of positions:
- Column 9 uses Area Code (Regional Code).
- Column 10 uses Area Type Code (Region, Province, District, Municipality, or Foreign Post).
- The actual place of assignment for each position must be specified using the following codes:

- Column-specific calculations and identification requirements are required:
- Column 11 is the number of filled positions as of December 31, 1994.
- Column 12 is the corresponding total actual salaries of those filled positions.
- Actual salaries are defined as the authorized salary per NCC 72 plus step increments for merit/length of service, transition, and over and above allowances.
- Column 13 is the number of unfilled positions and must equal Column 6 minus Column 11.
- Column 14 is the corresponding total authorized annual salaries of unfilled positions, computed by multiplying Column 13 by Column 7 (authorized annual salary).
- Column 15 (P/A/P Attribution) requires assigning each position to a specific activity or project under the agency’s Program/Activity/Project structure.
Program/Activity/Project attribution rule
- Each position must be attributed to an activity or project in the agency’s Program/Activity/Project structure.
- The memorandum requires using the P/P/A structure in RA 7845 (GAA 1995) for coding Column 15.
- Where a position’s function covers two or more activities or projects, attribution must be made to the activity or project that occupies the majority of the position’s time and effort.
- The memorandum provides a coding example for Information Officer V, SG 24 at Philippine Information Agency (PIA), showing how to derive the Column 15 code using:
- Program vs. Project codes,
- whether the position is under GAS or specific operational/support categories,
- whether the position is locally funded or foreign assisted,
- and the corresponding alpha code of the function statement and numeric code of the activity (including the lowest level of sub-activity or sub-regional dispersion as applicable).
- The example culminates in a derived code for Column 15 structured as A.03.A01.
Certification and forms signing
- The accomplished BP Form 207 must be submitted with all pages initialed by the Administrative/Human Resource Management Officer.
- Agencies must ensure the submitted BP Form 207 uses the updated format and correctly filled Columns 9–15 consistent with the prescribed coding and allocation rules.
Handling cooperation and overall compliance
- Agencies are enjoined to provide accurate information when filling Columns 9–15, especially because the updated BP 207 entries constitute the initial input and reference for evaluation of 1996 staffing modifications.
- The memorandum enjoins the cooperation of everyone concerned to ensure success of the common endeavor to update the personal services itemization.
