Question & AnswerQ&A (DBM NATIONAL BUDGET MEMORANDUM NO. 68)
The purpose of updating BP Form 207 is to validate and confirm the base information for Personal Services necessary for budget preparation, to review and update the geographical distribution and program/project attribution of positions, and to provide initial input for evaluating staffing modifications for the succeeding year's budget.
Agencies are to validate and confirm the entries in Columns 1 to 8 of BP Form 207, which include authorized positions, position title, authorized annual salary, and the 1994 item numbers.
Columns 9 to 15 pertain to the geographical distribution of positions (columns 9-10), number of filled and unfilled positions (columns 11 and 13), the actual and authorized salaries of these positions (columns 12 and 14), and program/activity/project attribution of positions (column 15).
Column 9 uses specific area codes such as 000 for Central Office, 001 for National Capital Region, codes for various regions (e.g., 010 for Region I, 011 for Cordillera Administrative Region), and special codes for autonomous regions and foreign posts.
Area type codes indicate the administrative level: R for Region, P for Province, D for District, M for Municipality, and F for Foreign Post, with special provisions for customs districts, engineering districts, school districts, and circuitized municipalities as described in the Memorandum.
Agencies must bring any discrepancies to the attention of the CPCB Division or the DBM Regional Office concerned and present pertinent official documents to effect changes in these columns.
The number of unfilled positions (Column 13) is calculated by subtracting the number of filled positions (Column 11) from the total authorized positions (Column 6).
Actual salaries include the authorized salary under NCC 72 plus step increments for merit or length of service, transition pay, and any over and above allowances received by the employees occupying the filled positions.
Column 15 refers to the Program/Activity/Project (P/A/P) attribution of each position, specifying the deployment of positions in the agency's structure according to RA 7845 (GAA 1995). It helps identify whether a position is under regular function or involved in a project, including coding of the specific function or geographical dispersion.
The completed BP Form 207, initialed by the Administrative/Human Resource Management Officer, must be submitted on or before March 15, 1995. Regional Offices of DECS, DOH, and SUCs submit through DBM Regional Offices, while others submit directly to the Compensation and Position Classification Bureau, DBM, Manila.
