Powers and Functions of the Inter-Agency Committee

  • The IAC shall exercise all powers necessary to:
    • Identify and designate the scope of control, administration, and supervision over PDAF as a surrendered asset.
    • Formulate rules, procedures, and guidelines for the immediate turnover of the property.
    • Coordinate with the Commission on Audit to form an Auditing Task Force to investigate, inventory, and audit PDAF assets.
    • Secure all relevant documents, financial records, reports, and communications relating to PDAF.
    • Identify undeveloped and disposable areas of the property for economically viable projects.
    • With the President’s approval, undertake joint venture projects to develop idle property portions, ensuring compliance with laws on public property use.
    • Represent the National Government and/or NPC in all matters affecting the property, particularly protecting the rights of current occupants.
    • Appear and represent the government in transactions, actions, or litigation concerning the property pending the appointment of a regular Administrator.
    • Perform additional functions as directed by the President necessary to achieve the Executive Order's objectives.

Secretariat and Funding

  • The NPC provides the Secretariat for the IAC.
  • Expenses for the IAC, including honoraria for members (capped at P6,000 per month), are chargeable to NPC funds, subject to availability and applicable accounting and auditing rules.

Reporting and Compliance

  • The IAC must submit a report to the President within 60 days of the Executive Order's issuance for information and/or disposition.

Repeal and Effectivity

  • All existing orders, rules, regulations, or parts inconsistent with this Executive Order are repealed or modified accordingly.
  • The Executive Order takes effect immediately upon issuance.
