Executive Order No. 778 transforms the Council for the Welfare of Children into the Early Childhood Care and Development Council, attaching it to the Office of the President, to support the implementation of health, nutrition, early education, and social services programs for children aged 0 to 6 years, while transferring non-ECCD functions and staff to the Department of Social Welfare and Development, and directing the Department of Budget and Management to provide funding support for ECCD.

Composition of the ECCD Council

  • The Governing Board is headed by a Chairperson with Cabinet-rank salary and emoluments, appointed by the President.

  • Heads of concerned departments/agencies are expected to attend Council meetings or delegate senior permanent representatives.
  • The President appoints an Executive Director to head the ECCD Secretariat.

Secretariat Structure and Staffing

  • The former Secretariat of the CWC becomes the ECCD Secretariat.
  • Technical staff may be seconded from various government departments and agencies as needed to support operations.

Transfer of Non-ECCD Functions and Personnel

  • Functions and personnel of the former CWC not related to ECCD are transferred to the DSWD.

Budgetary Provisions

  • The Department of Budget and Management is directed to allocate approximately One Hundred Million Pesos (P100,000,000.00) for the ECCD Council.
  • Funds will be charged against appropriate budget items and are subject to prevailing budget and auditing regulations.

Repeal and Modification of Prior Issuances

  • All previous executive orders, rules, regulations, or parts thereof inconsistent with this Order are revoked, amended, or modified accordingly.

Effectivity

  • The Executive Order takes effect fifteen (15) days after publication in a newspaper of general circulation.
  • Signed by the President and the Executive Secretary on January 13, 2009, in Manila.
