Executive Order No. 778 transforms the Council for the Welfare of Children into the Early Childhood Care and Development Council, attaching it to the Office of the President, to support the implementation of health, nutrition, early education, and social services programs for children aged 0 to 6 years, while transferring non-ECCD functions and staff to the Department of Social Welfare and Development, and directing the Department of Budget and Management to provide funding support for ECCD.

The ECCD Act was promulgated under Republic Act No. 8980.

The authority is vested in Section 31, Chapter 10, Book III of the Administrative Code of 1987, which grants the President the continuing authority to reorganize the Executive Branch of government.

The Governing Board is chaired by a Chairperson appointed by the President, who holds the salary grade and emoluments of a Cabinet-rank Secretary.

The members include the Department of Social Welfare and Development (DSWD), Department of Education, Department of Health and the National Nutrition Council, and the Union of Local Authorities of the Philippines.

The ECCD Secretariat supports the Council and is headed by an Executive Director; it also includes technical staff who may be seconded from various government departments or agencies as necessary.

Non-ECCD functions and staff of the former CWC are transferred to the Department of Social Welfare and Development (DSWD).

A budget of more or less One Hundred Million Pesos (P100,000,000.00) is appropriated for the ECCD Council.

It took effect fifteen (15) days after its publication in a national newspaper of general circulation.

All executive orders, rules, regulations, and other issuances or parts thereof that are inconsistent with this order are revoked, amended, or modified accordingly.
