Role of the Department of Agriculture (DA)
- The DA's primary mission includes improving farm income and generating work opportunities for farmers, fishermen, and rural workers.
- DA is the lead agency for government food security programs.
Agencies Transferred to DA Supervision
- The Livelihood Corporation (LIVECOR) created by Executive Order No. 866, s. 1983.
- The Human Settlements Development Corporation (HSDC) established under Presidential Decree No. 1386, s. 1973.
- Subsidiaries of LIVECOR and HSDC, such as the National Agri-Business Corporation, Northern Foods Corp., and Philippine Genetics, Inc.
- These entities provide agri-related livelihood activities aimed at the underprivileged sector.
Purpose of the Transfer
- To strengthen government capability to provide livelihood and support services.
- Enhance coordination among agencies serving farmers, fishermen, and rural workers.
Current Attachment and Transfer Authority
- LIVECOR and HSDC were attached to the Office of the Executive Secretary (by Executive Order No. 21, 1998).
- The President has authority under the Administrative Code of 1987 to transfer agencies from the Office of the President to other departments.
Specific Attachments and Supervision
- LIVECOR, HSDC, and their subsidiaries (except GFSME) are attached to the DA for supervision, control, and policy/program coordination.
- The Secretary of Agriculture is the ex-officio Chairman of the Boards of Trustees of LIVECOR and HSDC.
Guarantee Fund for Small and Medium Enterprises (GFSME)
- GFSME, an office under LIVECOR, remains attached to the Department of Trade and Industry (DTI).
- GFSME performs similar functions to the Small Business Guarantee and Finance Corporation (SBGFC) attached to DTI.
- Attachment to DTI aims to consolidate GFSME activities with SBGFC.
Reorganization and Asset Management
- The Secretary of Agriculture is authorized to reorganize, streamline, merge, deactivate, or dispose of assets of the concerned corporations.
- This reorganization is subject to existing laws.
- Benefits and separation pay for affected personnel to be funded from available corporate funds or, if insufficient, by the Department of Budget and Management.
Repeal and Effectivity
- All laws, executive orders, rules, and regulations inconsistent with this order are repealed, amended, or modified accordingly.
- The Executive Order takes effect immediately upon issuance.
