The main purpose is to transfer the attachment of the Livelihood Corporation (LIVECOR), the Human Settlements Development Corporation (HSDC), and all their subsidiaries to the Department of Agriculture (DA) to strengthen government capability in providing livelihood and support services to farmers, fishermen, and other rural workers.
The Livelihood Corporation (LIVECOR), the Human Settlements Development Corporation (HSDC), and all their subsidiaries, except for the Guarantee Fund for Small and Medium Enterprises (GFSME), are transferred under the Department of Agriculture.
The Secretary of Agriculture is designated ex-officio Chairman of the Boards of Trustees of LIVECOR and HSDC and is given authority to reorganize, streamline, merge, deactivate, or dispose of assets of these corporations subject to existing laws.
The Guarantee Fund for Small and Medium Enterprises (GFSME) is attached to the Department of Trade and Industry (DTI) for supervision, control, and policy/program coordination.
The GFSME is attached to the DTI to consolidate its activities with those of the Small Business Guarantee and Finance Corporation (SBGFC), which undertakes homogeneous functions.
The transfer is pursuant to Section 31, Chapter 10, Book III of the Administrative Code of 1987, which grants the President continuing authority to reorganize the administrative structure of the Office of the President and transfer agencies.
Separation or other benefits owed to personnel affected by reorganization, merger, or disposition shall be paid from available funds of the involved corporations; if insufficient, the Department of Budget and Management shall provide the necessary funds.
All laws, executive orders, rules, and regulations or parts thereof inconsistent with EO No. 233 are repealed, amended, or modified accordingly.
