Transfer of TLRC supervision to DOST

Section 17, Article VII of the 1987 Philippine Constitution grants the President control over all executive departments, bureaus, and offices and mandates the faithful execution of laws.
Executive Order No. 292 empowers the President to reorganize the administrative structure of the Office of the President, including transferring agencies to other departments.
These constitutional and executive powers form the legal basis for transferring the administrative supervision of the TLRC from the Office of the President to the Department of Science and Technology (DOST).

Section 1: The administrative supervision previously under the Office of the President is transferred to the Department of Science and Technology.
Section 2: The agency’s name is officially changed from Technology and Livelihood Resource Center (TLRC) back to Technology Resource Center (TRC).
Section 3: Any prior executive orders, rules, or regulations that conflict with this order are repealed, amended, or modified to conform with the new structure.
Section 4: The Executive Order takes effect immediately upon issuance.

The Executive Order was signed and took effect on March 29, 2007, in Manila.
It provides for immediate implementation to ensure a seamless transition of supervision and operational alignment under the DOST.
