The TRC was created by Presidential Decree No. 1097 on February 23, 1977.

Paragraph 3, Section 31, Chapter 10, Title III, Book III of Executive Order No. 292 gives the President continuing authority to reorganize the administrative structure, including the transfer of agencies under the Office of the President to other government departments or agencies.

The TRC initially functioned as an attached agency of the Ministry of Human Settlements.

Section 17, Article VII of the 1987 Philippine Constitution provides that the President shall have control of all executive departments, bureaus, and offices and shall ensure that all laws be faithfully executed.

The Technology and Livelihood Resource Center (TLRC) is renamed as the Technology Resource Center (TRC).

All executive orders, issuances, rules, and regulations or parts thereof inconsistent with this Executive Order are repealed, amended, or modified accordingly.

The Executive Order took effect immediately upon signing on March 29, 2007.
