Renaming of the Agency
- The Technology Livelihood and Resource Center (TLRC) is officially renamed the Technology Resource Center (TRC) under this order.
Legal Basis for the Transfer
- The TRC was originally created as a corporate body under Presidential Decree No. 1097 in 1977 and was initially attached to the Ministry of Human Settlements.
- Executive Order No. 10 had previously moved the TRC under the administrative supervision of the Office of the President.
- Article VII, Section 17 of the 1987 Philippine Constitution grants the President control over all executive departments, bureaus, and offices.
- The President’s authority to reorganize agencies under the Office of the President, including transfers to other departments, is derived from Executive Order No. 292, specifically paragraph 3, Section 31, Chapter 10.
Justification for the Transfer
- The transfer aims to enhance administrative control and oversight by placing TRC within DOST, a department more aligned with the agency’s technological and scientific mandate.
Repealing Clause
- All existing executive orders, rules, regulations, or issuances inconsistent with this Executive Order are repealed, amended, or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon its issuance.
