Executive Order No. 614 transfers the administrative supervision of the Office of the President over the Technology and Livelihood Resource Center (TLRC), now known as the Technology Resource Center (TRC), to the Department of Science and Technology (DOST).

The original name was Technology and Livelihood Resource Center (TLRC).

The TRC was initially attached to the then Ministry of Human Settlements.

Section 17, Article VII of the 1987 Philippine Constitution which states that the President shall have control of all executive departments, bureaus, and offices and shall ensure that all laws be faithfully executed.

Paragraph 3, Section 31, Chapter 10, Title III, Book III of Executive Order No. 292 provides the President with authority to reorganize administrative structure and transfer agencies.

The Executive Order takes effect immediately upon signing.

Section 2 mandates that the Technology Livelihood and Resource Center shall be known as the Technology Resource Center.

Section 3 states that all executive orders, issuances, rules, and regulations or parts thereof inconsistent with the provisions of this Order are repealed, amended, or modified accordingly.

The transfer was to better monitor the exercise of powers and performance of functions and responsibilities of the TLRC, given its alignment with science and technology functions.
