Effective July 15, 2009, the issuance of Import Commodity Clearance (ICC) is transferred from the Bureau of Product Standards to the DTI National Capital Region, streamlining the process and consolidating responsibilities within the Department of Trade and Industry.

  • All completed but unissued ICCs with proper documentation shall be endorsed and issued by DTI-NCR.

ICC Sticker Procurement and Usage

  • The National Printing Office (NPO) will enter into a Memorandum of Agreement with the concerned agencies to manage the procurement and supply of ICC stickers.
  • The ICC stickers must conform to the markings prescribed in DAO No. 5, series of 2008, and its implementing rules.
  • During the transition period, existing ICC stickers currently in use will remain valid and issuance will continue.

Transfer of Records, Materials, and Personnel

  • BPS shall transfer all records, accountable forms, budget allocations, and printed materials relevant to ICC applications and clearances to DTI-NCR.
  • BPS personnel involved in ICC operations will be detailed or transferred to DTI-NCR as necessary.
  • Ms. Carmencita B. Magno, Officer-in-Charge of the Standards Conformity Division at BPS, will coordinate with Provincial Director Ernani M. Dionisio (DTI-NCR Area 4) during the transition.

Reassignment of BPS Personnel

  • Personnel transfer or detailing from BPS to DTI-NCR will adhere strictly to civil service rules and regulations.
  • A distinct DTI Department Order will be issued to formalize these personnel movements.

Notification to Accredited Testing Laboratories

  • All testing laboratories accredited by the Philippine Accreditation Office and recognized by BPS are officially informed of the transfer and changes concerning ICC processing.

Authorization of Signatories

  • DTI-NCR is tasked with informing the Bureau of Customs of its authorized signatories for signing Conditional Releases and ICCs, effective from July 15, 2009.

Public Posting and Publication

  • The Memorandum Circular (No. 09-02, series of 2009) will be posted on both the DTI-NCR and BPS websites.
  • It will also be published in a newspaper of general circulation to ensure public awareness and transparency.
