The main purpose is to transfer the issuance of Import Commodity Clearance (ICC) from the Bureau of Product Standards (BPS) to the DTI-National Capital Region (DTI-NCR) effective 15 July 2009.
The application, processing, and issuance of ICC are prescribed under Department Administrative Order (DAO) No. 5, series of 2008 and its implementing rules and regulations.
The policy is to devolve all frontline powers and responsibilities in the issuance of permits, licenses, and clearances to the DTI Regional/Provincial Offices.
The National Printing Office (NPO) shall sign a Memorandum of Agreement for the procurement and supply of ICC stickers in accordance with the markings prescribed by DAO No. 5, series of 2008 and its implementing rules and regulations.
BPS is to transfer records, accountable forms, budget, printed materials related to ICC applications and clearances, and either detail or transfer BPS personnel to DTI-NCR. A separate DTI Department Order will be issued for the reassignment of personnel.
Ms. Carmencita B. Magno, Officer-in-Charge of Standards Conformity Division of BPS, will work closely with Provincial Director Ernani M. Dionisio of the DTI-NCR Area 4.
All testing laboratories accredited by the Philippine Accreditation Office and those recognized by BPS are notified of the transfer of ICC issuance functions to DTI-NCR.
DTI-NCR shall inform the Bureau of Customs of their authorized signatories of Conditional Releases and ICC effective 15 July 2009.
