Application Requirements and Accreditation
- Franchise applications for Tourist Transport Services require accreditation from the Philippine Tourism Authority.
- This accreditation is mandatory and must accompany the franchise application.
Provisions for Existing Operators
- Operators with existing Certificates of Public Convenience (CPC) using the listed vehicle types can continue operating until their CPC expires.
- No extension or renewal applications for expiring or expired CPCs for "Tourist Bus," "Tourist Car," or similar designations will be accepted after expiry.
- Operators may apply to convert their units to "Transport Tourist Services" while their CPCs are still valid.
Regulatory Adjustments and Effectivity
- Issuances or regulatory provisions inconsistent with this memorandum are modified, superseded, or revoked accordingly.
- This Memorandum Circular takes effect fifteen (15) days after filing three (3) copies with the U.P. Law Center as mandated by Presidential Memorandum Circular No. 11, dated October 9, 1992.
Legal Authority and Signatories
- The Circular was adopted on January 20, 1998.
- Signed by LTFRB Chairman and Board Members, giving it full regulatory authority within the scope of public land-based tourist transportation services.
