- Protection and preservation of vintage vehicles.
- Establishment of regulatory policies for their preservation.

- Promotion of tourism via vintage vehicle events and museums.
Definition of Terms
- Authentic Spare Part: Replacement identical in appearance and function but not necessarily in material.
- Authentic Lineage Brand: Original or latest manufacturer's brand.
- Concours d'Elegance: Vintage vehicle exhibited or in contest condition.
- For Restoration Vintage Vehicle: Vintage vehicle meant for restoration or modification.
- Leisure Driving: Occasional driving not exceeding speed limits.
- Motor Vehicle: Any self-propelled vehicle including motorcycles and towed vehicles.
- Original Components: Factory-installed parts at time of manufacture.
- Personal Purpose: Use by owner or authorized persons including maintenance, parades, and events.
- RESTOMOD: Vintage car restored and modified with modern parts.
- Registration: Compliance for classification as vintage vehicle.
- Registered Vintage Vehicle: Vintage vehicle registered under vintage subclassification benefiting from exemptions.
- Spare Parts: Interchangeable parts permitted for use.
- Vintage Vehicle: Motor vehicle at least 40 years old with original/authentic major components and unaltered body, excluding replicas.
Limitations on Use of Registered Vintage Vehicles
- Use limited to occasional personal and leisure driving.
- Not to be the primary transport.
- Not allowed to operate after sunset without proper lights.
- Prohibited for commercial use except in movies, ads, weddings, motorcades.
- Prohibited as public utility vehicle or for commercial transport.
- Such prohibitions apply only to vehicles registered as vintage vehicles.
Exemptions from Standards and Restrictions
- Exempt from modern anti-pollution, safety, and road-use standards not in force at manufacture time.
- Exempt from Philippine Clean Air Act emission limits unless engine replaced with post-law engine.
- Noise limits apply only to vehicles made after 1980.
- Must have operational seat belts if made after 1967.
- Right-hand drive vehicle prohibitions exempt vintage vehicles made before 1970 in historic condition.
- Eligibility to avail exemptions requires LTO registration under vintage subclassification.
Minimum Standards in Inspection
- Vehicle must be historically correct with original/authentic chassis, steering, suspension, and unaltered body.
- Permits modifications for safety and efficiency and installation of modern engines of similar specs.
- Requires inspection upon registration and renewal verifying roadworthiness per original manufacturing standards.
- Specific technical standards for tires, brakes, lights, horn, mufflers, and windshield.
- Allows random roadside inspections to ensure compliance.
Importation and Exportation
- Vintage vehicles and parts may be imported by any person/entity with applicable accreditations.
- Personal imports by individuals exempt from some accreditations.
- Exportation allowed except for vehicles of historical significance certified by NHCP.
- Export restrictions protect vehicles linked to Presidents and national historic events.
- BOC shall value imported vintage vehicles based on classification with lower valuation for restoration and restomod types.
Procedure for Registration
- Vintage Vehicle subclass created under existing classifications.
- Requirements for initial and renewed registration detailed, including inspection, insurance, clearance, and proof of ownership.
- Lost plate or ownership cases accommodated with affidavits and validations.
- Registration valid for three years, renewable.
- Owners may opt out of vintage classification registration.
- Special vintage vehicle license plates issued with specific fee.
- Onsite registration option for vehicles not regularly used or in museums with additional fees.
Miscellaneous
- Restoration shops eligible for fiscal and tax incentives under CREATE Act if accredited.
- LTO to maintain national database and catalog of vintage vehicles and authorized restoration entities.
- LTO and NHCP to conduct information and education campaigns promoting proper vintage vehicle maintenance.
- Consultation with stakeholders required for further policy development.
- Transitional provisions allow prior registered vehicles to convert immediately with extended validity.
- Repealing clause and separability clause included.
- Rules effective April 17, 2023 after publication and registration.
