Application for New Registration and Change of Classification
- For new vehicle registration, the MVRS assigns a temporary number allowing one year of collection.
- In cases of classification change, the temporary number’s ending digit must match that of the previous plate number.
Authorization for Use of Improvised Plates
- The LTO office issues an Authorization Letter permitting owners to use improvised plates displaying the MV File Number.
- This authorization is required when physical plates are not yet available.
Use in Miscellaneous Transactions
- For motor vehicles without assigned plate numbers due to manual processing, the Data Take One module of the MVRS assigns temporary numbers adhering to the specified format.
Updating and Surrendering Procedures
- Once physical plates become available, LTO updates the plate number field in the MV Maintenance Facility of the IT system.
- Assigned plate numbers must be reflected in the Official Receipt (OR) and Certificate of Registration (CR).
- Vehicle owners must surrender the Authorization Letter for improvised plates upon issuance of physical plates.
No Surcharge for Late Registration with Temporary Numbers
- Motor vehicles bearing temporary numbers are exempt from surcharges if registration renewal is delayed beyond the weekly deadline.
Search Criteria for Vehicles with Temporary Numbers
- MV File Number, Engine Number, or Chassis Number serve as search parameters within the MVRS for vehicles with temporary numbers.
Inventory and Monitoring
- The LTO IT system allows Approving Officers or those with DOSYSADMIN roles to generate inventories of vehicles assigned temporary numbers.
Financial Adjustments on Renewal Registration
- Over or undercollections of fees related to temporary number use are adjusted in the subsequent renewal registration process.
These provisions require strict compliance by the LTO and vehicle owners as per the memorandum dated March 10, 2003, signed by Assistant Secretary Roberto T. Lastimoso.
