Geographical Boundaries of Balingoan
- Northern boundary: Mindanao Sea.
- Eastern boundary: A straight line from the center of the mouth of Mantangale Creek running S. 20°00' E, approximately 15,000 meters, reaching the common boundary point of the municipalities of Medina, Claveria, and Talisayan.
- Southern boundary: Municipality of Claveria.
- Western boundary: Municipality of Kinoguitan.
- The boundaries were determined with reference to a map of the municipality of Talisayan, scale 1:20,000, prepared by Acting District Engineer Gil C. Lerias.
Constituent Barrios of the New Municipality
- The municipality of Balingoan includes the barrios of Balingoan, Mapua, and Cataringan.
- Balingoan barrio is designated as the seat of the municipal government.
Territorial Adjustment of Talisayan
- The municipality of Talisayan retains its present territory, less the portion that is included in the newly formed municipality of Balingoan.
Effective Date and Organization of the Municipality
- The municipality of Balingoan commences to exist upon the appointment and qualification of its mayor, vice-mayor, and a majority of its councilors.
Legal Authority and Execution
- The Executive Order was promulgated by President Elpidio Quirino on February 2, 1952, in Manila.
- The authority derives from the Revised Administrative Code and the recommendations of local government bodies.
- The order was signed and implemented by the President and countersigned by the Acting Assistant Executive Secretary, Marciano Roque.
