The municipality of Balingoan was organized pursuant to the provisions of Section 68 of the Revised Administrative Code.

The municipality of Balingoan consists of the western part of the municipality of Talisayan, particularly the barrios of Balingoan (the seat of government), Mapua, and Cataringan.

Balingoan is bounded on the north by the Mindanao Sea; east by a straight line from the center of the mouth of Mantangale Creek running S. 20° 00' E. approximately 15,000 meters to the boundary point of Medina, Claveria, and Talisayan; on the south by the municipality of Claveria; and on the west by the municipality of Kinoguitan.

The municipality of Balingoan begins to exist upon the appointment and qualification of the mayor, vice-mayor, and a majority of the councilors.

The barrio of Balingoan is the seat of the municipal government of the newly organized municipality.

The municipality of Talisayan retains its present territory minus the portion that is included in the newly formed municipality of Balingoan.

Executive Order No. 490 was signed by President Elpidio Quirino, with Marciano Roque acting as Assistant Executive Secretary.

The boundaries were defined using the map of the municipality of Talisayan, scale 1:20,000, prepared and submitted by Acting District Engineer Gil C. Lerias of Misamis Oriental.

The organization was recommended by the Provincial Board of Misamis Oriental.
