The Supplement to LRA Circular No. 26-2011 provides guidelines for the implementation and use of Parcel Verification and Certification Services using the Philippine Land Registration and Information System in the Registries of Deeds, including procedures for verification and certification of parcels, and the release of Lot Configurations to clients.

Definitions

  • "Lot Configuration" refers to the generated output from the procedure in Section 3 and replaces the term "Plan" used previously.

General Procedures for Parcel Verification and Certification

  • Clients submit requests with supporting documents, which are entered into the Electronic Primary Entry Book for Certified True Copy, Certification and Verification (EPEB-CCV).
  • Requests receive a unique entry number as a control or reference number.
  • Fees are automatically computed and receipts generated upon payment; requests without payment are invalid.
  • The system checks the existence of the Certificate of Title.
  • For manually-issued titles, Records Officers validate technical descriptions against originals; errors in descriptions are printed.
  • The system generates the corresponding polygon or graphical representation.
  • Lot Configurations are printed on officially prescribed controlled forms without requiring signatures.
  • Printed Lot Configurations include a disclaimer noting the graphical presentation is for reference only and does not substitute for a survey.
  • The client signs an acknowledgment slip upon receipt of the Lot Configuration.

Included Information in Lot Configuration

  • Title Details: Title Number, Owner's Name, Plan/Block/Lot Number, location, and area of the parcel.
  • Cartographic and Technical Details: Map scale (graphic and fraction), North Arrow, Lot Description, Linear Error of Closure, Relative Error of Closure, and computed area from the technical description.
  • Error Reports: Provided when discrepancies exist in the Certificate of Title technical description.

Amendments

  • The agency may amend these Implementing Guidelines periodically based on necessity.

Separability Clause

  • If any provision or its application is declared invalid or unconstitutional, unaffected provisions remain valid.

Repealing Clause

  • All prior orders, guidelines, circulars, rules, and regulations inconsistent with this circular are repealed or amended.

Effectivity

  • This circular takes effect 15 days after publication in a newspaper of general circulation and after filing three copies with the University of the Philippines Law Center.
