The purpose of LRA Circular No. 04-2012 is to modify the previous LRA Circular No. 26-2011 related to the implementation and use of Parcel Verification and Certification Services using the Philippine Land Registration and Information System in the Registries of Deeds.

'Lot Configuration' refers to the generated output resulting from the procedure provided in Section 3 of the Circular, and it replaces the term 'Plan' used in LRA Circular No. 26-2011.

The EPEB-CCV is where the supporting documents and the basic information related to the client's request are entered. It automatically assigns an entry number as a control or reference number and computes the corresponding fees upon payment.

If the fees are not paid, the entry made in the EPEB-CCV shall be rendered of no force and effect, meaning the request will not be processed or valid.

The system checks its database for the existence of the Certificate of Title. For manually-issued titles, the Records Officer must validate and verify the technical description against the original file before the system generates the polygon.

The Lot Configuration includes Title Information (Title Number, Owner's Name, Plan/Block/Lot Number, location, and area), cartographic and technical details (Map Scale, North Arrow, Lot Description, Linear and Relative Error of Closure, and computed area), and a report on errors if applicable.

No signature is required on the printed output. It contains a notation that the output is a computerized interpretation and for reference only, and does not substitute for a verification and relocation survey by a licensed Geodetic Engineer.

The client must sign the acknowledgment slip generated by the system to confirm receipt of the Lot Configuration.

The Circular takes effect fifteen (15) days after its publication in a newspaper of general circulation and submission of three copies to the University of the Philippines Law Center.

Yes, the Implementing Guidelines may be amended from time to time by the agency. If any provision is declared invalid or unconstitutional, the other provisions not affected remain valid and subsisting.
