Preparation and Implementation of the LUDIP in SUCs
- All State Universities and Colleges (SUCs) must prepare and implement a LUDIP through their governing boards.
- The LUDIP is designed to improve and optimally utilize SUC resources.
- LUDIP must align with local government unit land use plans to ensure geographic complementarity.
- SUCs must submit LUDIP to the Commission on Higher Education (CHED) within 2 years of the Act's approval.
- Periodic updates are required; CHED must be informed of any changes.
- Governing boards must review the LUDIP 10 years after approval to ensure relevance.
- No new SUC infrastructure projects can proceed without an implemented and submitted LUDIP to CHED.
Definition of Infrastructure Projects
- Includes construction, improvement, or rehabilitation of roads, bridges, railways, airports, seaports.
- Involves communication facilities, irrigation, flood control, drainage systems, water supply, sewerage, shore protection.
- Covers power facilities, national buildings, school and hospital buildings, and related government capital investments.
Coverage of the LUDIP
- Campus planning framework, master development plan, and planning principles.
- Geographic description and survey of SUC sites, including idle lands and extensions.
- Inventory of existing buildings, facilities, and real estate assets.
- Cadastral surveys, land disputes, natural and man-made hazard considerations, zoning projections.
- Details on academic and research cores, residential areas including dormitories and employee housing, architectural designs and construction costs.
- Geographic description of lands used for agriculture, fishery, forestry, recreational spaces, landscape, and campus transport.
- Design and estimated costs for construction, operation, and maintenance of other SUC infrastructure.
- Financial plan covering feasibility studies, funding sources, income, loans, public-private partnerships, and financial arrangements.
Assistance of Government Institutions
- SUCs may seek assistance from HLURB, UP-SURP, DPWH, LMB-DENR, and other government agencies.
- All government entities are mandated to assist SUCs in LUDIP preparation.
- CHED, UP-SURP, and HLURB will provide capacity building programs for SUCs to develop appropriate land use plans.
Implementing Rules and Regulations
- CHED must formulate implementing rules within 60 days from the Act's effectivity.
- Coordination with relevant government agencies, PAASUC, and stakeholders is required for rule-making.
Separability Clause
- Invalid or unconstitutional provisions do not affect the validity of remaining provisions.
Repealing Clause
- Laws, decrees, rules, or issuances inconsistent with this Act are repealed, amended, or modified accordingly.
Effectivity
- The Act takes effect 15 days after publication in the Official Gazette or a newspaper of general circulation.
