The short title is the “SUCs Land Use Development and Infrastructure Plan (LUDIP) Act.”
To ensure a national, holistic, efficient and just allocation, utilization, development, and management of land and water resources consistent with equity, social justice, environmental integrity, and sustainable development for the common good.
All State Universities and Colleges (SUCs), through their governing boards.
Within two (2) years after the approval of the Act.
It must be updated periodically as need arises; CHED must be informed of changes; and it must be reviewed by the governing board ten (10) years after approval to ensure it remains relevant.
The preparation and implementation of the LUDIP is a requirement for approval of infrastructure projects in SUCs; no new infrastructure project shall be approved and implemented unless the LUDIP has been implemented and submitted to CHED.
Construction, improvement or rehabilitation of specified facilities such as roads/bridges, railways, airports, seaports, communication facilities, irrigation, flood control and drainage, water supply and sewerage, shore protection, power facilities, national buildings, school buildings, hospital buildings, and other related construction projects that form part of government capital investment.
It must include: (a) campus planning framework and master development plan principles/processes; (b) detailed description/survey including idle lands and campuses/branches/extension sites and adjacent communities; (c) inventory of existing buildings/facilities/infrastructure and other real estate assets; (d) cadastral survey of land with land disputes, hazards for climate change issues, zoning projections, and approval/revision process flow; (e) research core, academic core, residential areas including faculty/staff housing and student dormitories and specific sites intended for them with architectural design and estimated cost; (f) land for commercial agriculture/fishery/forestry/other activities and open/recreational spaces and campus transportation system; (g) design and estimated cost for other infrastructure needs (operation and maintenance); and (h) financial plan with feasibility studies, sources of funds, income, loans, PPP and other financial schemes.
The LUDIP shall be linked with the land use plan and practice of local government units to ensure complementation across geographical boundaries.
HLURB, UP-SURP, DPWH, LMB-DENR, and other government offices or agencies.
All government departments, agencies, offices, and instrumentalities are mandated to extend possible assistance and cooperation.
They shall design capacity building programs for SUCs to enable them to develop and prepare suitable land use plans.
Within sixty (60) days after the effectivity of the Act.
The Philippine Association of State Universities and Colleges (PASUC), DPWH, HLURB, LMB-DENR, and other relevant government agencies and stakeholders.
If any provision is held invalid or unconstitutional, the remainder of the law (or unaffected provisions) remains valid and subsisting.
It repeals, amends, or modifies all laws, decrees, orders, rules, regulations, and issuances or parts thereof that are inconsistent with RA 11396.
Fifteen (15) days after its publication in the Official Gazette or in a newspaper of general circulation.
