Law Summary

Publication and Accessibility of Amendments

  • Amendments shall be published in three consecutive issues of the Official Gazette at least 20 days before the election.
  • Printed copies must be posted in conspicuous places in every municipality, city, provincial office building, and polling place by October 14, 1967, and remain until after the election.
  • At each polling place, at least five copies shall be available for examination by qualified electors on election day.
  • When feasible, copies shall also be provided in principal native languages as determined by the Commission on Elections (COMELEC).
  • COMELEC is mandated to distribute copies in English, Spanish, and principal native languages free of charge.

Application of the Revised Election Code

  • Provisions of Republic Act No. 180 (Revised Election Code), as amended, apply to this election unless inconsistent with this Act.

Ballot Content and Voting Procedure

  • Ballots shall be printed in English and Pilipino, sized and formed as prescribed by COMELEC.
  • The back of each ballot will contain the full text of the proposed amendments from the March 16, 1967 resolutions.
  • The front of the ballot will feature the questions asking approval of the amendments to Section 5 and Section 16 of Article VI of the Constitution.
  • Voters signify approval by writing "Yes" (or equivalent in Pilipino/local dialect) after each question.
  • To reject, voters write "No" (or equivalent in Pilipino/local dialect).

Election Results and Canvassing

  • Boards of election inspectors prepare and sign four copies of the election returns in each polling place on COMELEC-prescribed forms.
  • One copy is placed in the ballot box; three copies are delivered to municipal treasurers.
  • The municipal treasurer sends one copy each to the COMELEC, the Senate Secretary, and the House Secretary by registered mail.
  • Within 30 days after the opening of the third regular session of the Sixth Congress, the Senate and House shall convene in joint session to canvass and certify election results.

Appropriation for Implementation

  • One million pesos is appropriated from any available National Treasury funds not otherwise appropriated to carry out the provisions of this Act.

Effectivity Clause

  • The Act takes effect immediately upon approval.
