Republic Act No. 4913 proposes amendments to the Constitution of the Philippines, which will be published and examined by the public before being voted on in an election, with the results certified by the Senate and House of Representatives.

The primary purpose of Republic Act No. 4913 is to submit to the Filipino people for approval the amendments to the Constitution of the Philippines proposed by the Congress of the Philippines in Resolutions of both Houses Numbered One and Three, adopted on March 16, 1967.

The election was scheduled to be held on November 14, 1967.

The amendments must be published in three consecutive issues of the Official Gazette at least twenty days prior to the election. A printed copy must also be posted in a conspicuous place in every municipality, city, provincial office building, and polling place not later than October 14, 1967, and remain posted until after the election.

At least five copies of the amendments must be kept in each polling place for examination by qualified electors. When practicable, copies in principal native languages shall be made available, and these shall be distributed for free by the Commission on Elections.

The provisions of Republic Act Numbered 180, as amended (the Revised Election Code), insofar as they are not inconsistent with Republic Act No. 4913, are made applicable to the election.

Voters shall write 'Yes' or its equivalent in Pilipino or the local dialect in the blank space after each question to vote for approval, or 'No' or its equivalent to vote against the amendments.

The ballot shall be printed in English and Pilipino. The back of the ballot must have printed in full Resolutions of Both Houses of Congress Numbered One and Three, which propose the amendments.

The boards of election inspectors are responsible for preparing and signing four copies of the returns of the election in their respective polling places.

One copy of the returns is deposited in the ballot box while the other three copies are delivered to municipal treasurers who forward them to the Commission on Elections, Secretary of the Senate, and Secretary of the House of Representatives. Within 30 days after the opening of the third regular session of the Sixth Congress, a joint session shall canvass and certify the results.

A sum of one million pesos was appropriated from the National Treasury to carry out the provisions of this Act.

This Act took effect upon its approval on June 17, 1967.
