Role of the Dangerous Drugs Board (DDB)
- Acts as the policy-making and strategy-formulating body for drug prevention and control programs
- Oversees the planning and formulation of policies under the Dangerous Drugs Act
Abolition of Other Drug Enforcement Units
- Drug enforcement units of the Philippine National Police (PNP), National Bureau of Investigation (NBI), and Bureau of Customs (BOC) are abolished per R.A. No. 9165
- Personnel from abolished units to continue tasks as detail service under PDEA until PDEA is fully operational with sufficient staff
Transitional Period and Institutional Development of the PDEA
- PDEA is undergoing a transition phase to enhance institutional capacities
- Requires support from other government agencies with trained drug enforcement personnel to fulfill its mandate
Creation of Anti-Drug Task Forces
- Office of the President, PNP, NBI, and BOC to organize anti-drug task forces to support PDEA operations
- Supports a comprehensive campaign against drug trafficking and illegal drug use at all levels
Supervision and Operational Control
- PDEA to supervise operations and provide technical support to the principal task force organized by the PNP
- Presidential discretion to assign operational supervision of other task forces within PNP, NBI, or BOC either to DDB or PDEA
Funding Mechanisms
- Financial responsibility for task forces shared between mother agencies creating the task forces and the Philippine Charity Sweepstakes Office (PCSO)
- PCSO mandated to establish a standby fund of One Billion Pesos (P1,000,000,000.00) for PDEA and associated task forces operations
Formulation of Implementing Rules
- PDEA, in coordination with mother agencies, to develop detailed rules and regulations to implement this Executive Order
- Such rules and regulations are subject to the President's approval
Repeal and Modification of Inconsistent Orders
- Any orders, rules, regulations, or issuances inconsistent with this Executive Order are hereby repealed or modified accordingly
Effectivity
- The Executive Order takes effect immediately upon approval on May 15, 2003
