Role of the Dangerous Drugs Board (DDB)
- Acts as the policy-making and strategy-formulating body for drug prevention and control.
- Develops policies and programs supporting drug law enforcement efforts.
Abolition and Transition of Former Drug Enforcement Units
- Drug enforcement units of the Philippine National Police (PNP), National Bureau of Investigation (NBI), and Bureau of Customs (BOC) are abolished under R.A. No. 9165.
- Personnel from these abolished units are retained as detailed service members supporting the PDEA during its transition.
- PDEA is in a transitional phase, building institutional capacity and recruiting new personnel.
Utilization of Trained Personnel from Other Government Agencies
- Recognizes the availability of trained drug enforcement personnel in other government bodies.
- These personnel may assist the PDEA to effectively fulfill its mandate.
Need for an Intensive Anti-Drug Campaign
- Emphasis on a forceful, intensive, and continuous campaign against all forms of illegal drug activities.
- Targets both syndicate-level and street-level drug operations.
Creation of Anti-Drug Task Forces (Section 1)
- The Office of the President, PNP, NBI, and BOC mandated to organize anti-drug task forces to support the PDEA.
Operational Supervision and Technical Support (Section 2)
- PDEA to exercise operational supervision and provide technical support to the primary PNP task force.
- For other task forces formed within PNP, NBI, or BOC, the President decides whether supervision falls under DDB or PDEA.
Funding Provisions (Section 3)
- Funding sources include mother agencies creating the task forces as well as revenues from Philippine Charity Sweepstakes Office (PCSO) lotto operations.
- PCSO is directed to establish a standby fund of One Billion Pesos (P1,000,000,000.00) to finance PDEA and supporting task forces.
Formulation of Implementing Rules (Section 4)
- PDEA, coordinating with mother agencies of the respective task forces, shall draft rules and regulations to implement this Executive Order.
- Drafted rules to be submitted for the President's approval.
Repeal of Conflicting Orders (Section 5)
- All existing orders, rules, regulations, and issuances inconsistent with this Executive Order are repealed or modified accordingly.
Effectivity Clause (Section 6)
- The Executive Order takes effect immediately upon approval on May 15, 2003.
