Preparation of Rationalization and Streamlining Plan (RSP)
- DAR must prepare an RSP aimed at enhancing efficiency and effectiveness.
- The RSP includes:
- Policy shifts including mission, vision, values, functions, programs, and delivery strategies.
- Structural and organizational adjustments detailing functions and unit relationships.
- Staffing changes, listing filled and unfilled positions.
- Resource allocation changes, budgetary effects, and potential savings.
- The RSP must be submitted to the Department of Budget and Management for approval.
Redeployment of Personnel
- Redeployment under the RSP must avoid reduction in rank or compensation.
- Must comply with Civil Service laws and relevant rules.
Funding for Rationalization
- Funding shall be sourced from available DAR funds.
- Local personnel requirements must not exceed available funds for personnel services.
Separation Benefits
- Personnel opting for separation due to E.O. implementation are entitled to benefits under existing laws.
- If not covered by existing laws, separation benefits equal one month basic salary per year of service plus other terminal benefits.
Implementing Authority of the DAR Secretary
- DAR Secretary authorized to implement the RSP and determine necessary agencies and facilities.
- May pilot test programs emphasizing efficiency and effectiveness.
Transition Mechanism
- Pending RSP approval, DAR Secretary may adopt interim structures.
- Authorized to detail, reassign, or designate officials and personnel to ensure smooth transition.
- Such actions governed by Civil Service laws.
Separability Clause
- Unconstitutional provisions do not nullify the entire Executive Order.
- Remaining provisions remain effective if independently functional.
Repealing Clause
- All inconsistent orders, circulars, rules, regulations, and issuances are repealed or modified accordingly.
Effectivity
- The Executive Order takes effect immediately upon signing.
