Executive Order No. 290 streamlines the structure and functions of the Department of Agrarian Reform in the Philippines, aligning it with the objectives of the Comprehensive Agrarian Reform Program and ensuring that personnel are not negatively affected by the changes.

The Department of Agrarian Reform shall continue to pursue its mandate and exercise its powers as provided for under Republic Act No. 6657 (Comprehensive Agrarian Reform Law) and Executive Order No. 129-A dated July 26, 1987.

The RSP is a plan containing policy direction shifts, structural and organizational changes, staffing adjustments, and resource allocation shifts. It serves as the basis for organizational changes to improve efficiency and effectiveness in the Department.

The Department must submit the Rationalization and Streamlining Plan to the Department of Budget and Management for approval before implementing any changes.

Redeployment of personnel shall not result in diminution in rank or compensation, and must comply with all pertinent Civil Service laws and rules.

The financial resources for implementing the plan shall be taken from funds available in the Department of Agrarian Reform, with the local implementation of the staffing pattern not exceeding available funds for Personnel Services.

They are entitled to benefits under existing laws. Those not covered by existing laws shall receive separation benefits equivalent to one month basic salary for every year of service, plus terminal benefits under existing laws.

The Secretary of the Department of Agrarian Reform is authorized to determine the necessary agencies and facilities, including pilot testing programs, provided they adhere to principles of efficiency and effectiveness.

The DAR Secretary may adopt interim structures and mechanisms, including detailing, reassigning, or designating critical officials and personnel necessary to ensure a smooth transition, guided by Civil Service laws.

Any unconstitutional provision shall not nullify other provisions of the Executive Order, provided that the remaining provisions can still subsist and be effectively applied.
