Approval Procedures for Other Government Officials and Employees

  • All other government officials and employees must seek travel abroad approval from their respective heads of agencies.
  • Heads of agencies refer to Department Secretaries or their equivalents.
  • Officials and employees in GOCCs and GFIs attached to the Office of the President seek approval from their GOCC/GFI heads.
  • Officials and employees in GOCCs and GFIs not attached to the Office of the President seek approval from the respective Department head.
  • Provincial Governors and Mayors of highly urbanized or independent component cities get approval from the Secretary of the Interior and Local Government.
  • Heads of state universities and colleges get approval from the Chairman of the Commission on Higher Education; other officials/employees seek approval from their heads.
  • Heads of technical and vocational schools seek approval from the Chairman of the Technical Education and Skills Development Authority; other officials/employees seek approval from their respective heads.
  • Officials and employees in agencies under or attached to the Office of the President must seek approval from their respective agency heads.
  • The Office of the President reserves the right to require any official or employee to secure travel approval directly.

Continuity of Government Austerity Measures

  • Administrative Order No. 103 (August 31, 2004), which mandates continued austerity measures in government travel, remains fully effective.

Quarterly Reporting Requirements

  • All authorities empowered to approve travel abroad must submit quarterly reports to the Office of the President.
  • Reports must include names of travelers, destinations, travel durations, travel nature and purposes, and travel costs.

Travel Budget Allocation and Spending Limits

  • Approving authorities may authorize expenditure up to 75% of their allocated travel budget without further approval.
  • Expenditures beyond 75% require prior authorization from the Office of the President.

Applicability and Continuity of Related Rules and Regulations

  • Existing rules on travel allowances, including those under Executive Orders 248 (May 29, 1995), 246-A (August 14, 1995), and 298 (March 4, 2004), remain in effect except as specifically modified.

Repeal and Amendment of Inconsistent Orders

  • Any prior issuances, rules, orders, or regulations inconsistent with this Executive Order are repealed, amended, or modified accordingly.

Effectivity

  • This Executive Order takes effect immediately upon issuance.
