To streamline the procedure for disposing requests of government officials and employees seeking authority to travel abroad, promoting administrative efficiency and enabling the Office of the President to focus on governance matters.
Members of the Cabinet and officials of equivalent rank; heads of GOCCs and GFIs under or attached to the Office of the President; and heads of agencies under or attached to the Office of the President.
Their respective heads of agencies (i.e., Department Secretaries and their equivalents), regardless of the length of travel and number of delegates.
For GOCCs and GFIs attached to the Office of the President, approval is sought from the heads of these GOCCs/GFIs. If not attached to the Office of the President, the officials/employees seek approval from the Department head to which they are attached.
The Secretary of the Department of the Interior and Local Government (DILG).
The Chairman of the Commission on Higher Education (CHED).
Their respective heads of state universities and colleges.
Heads of technical and vocational schools: the Chairman of the Technical Education and Skills Development Authority (TESDA). Other officials/employees: their respective heads of the technical and vocational schools.
No. Section 2 states that the Office of the President may still require any officials and employees to secure authority to travel abroad from the Office of the President.
Administrative Order No. 103 dated August 31, 2004 directing the continued adoption of austerity measures in the government.
They must submit a quarterly report to the Office of the President of all approved and authorized travel abroad of their respective official and employees, including names, destinations, duration, nature/purpose of travel, and cost.
They are authorized to approve up to 75% of their allocated travel budget.
The concerned official must secure authorization from the Office of the President to utilize the balance (the remaining 25%).
EO 248 (May 29, 1995) as modified/amended by EO 246-A (August 14, 1995) and EO 298 (March 4, 2004), including rules and new rates of allowances for official local and foreign travel and other related guidelines.
Any issuances, orders, rules, or regulations, or parts thereof, inconsistent with EO 459 are repealed, amended, or modified accordingly.
Immediately upon issuance, as provided in Section 8.
Under Section 2, the Deputy Minister would seek approval from the head of the agency (the Department Secretary or equivalent), since approval is from their respective agency head for officials not covered by Section 1.
