- The EO acknowledges Executive Order No. 389 (1996), which adjusted salary schedules by implementing a 33-grade salary scale replacing the previous 35-grade schedule.

Prescribed Salary Grades and Corresponding Ranks
- Effective January 1, 1999, the EO sets specific salary grades corresponding to PNP ranks:

- Salary Grade 29: Deputy Director General

- Salary Grade 27: Chief Superintendent
- Salary Grade 26: Senior Superintendent

Implementation and Coordinating Agencies
- The National Police Commission (NAPOLCOM) is tasked to issue implementing guidelines for this EO.
- NAPOLCOM shall coordinate with the Department of Budget and Management (DBM) to ensure proper implementation.
Funding Provisions
- For the calendar year 1999, funding of the salary adjustments is to be obtained from available appropriations including the Organizational Adjustment Fund and/or Miscellaneous Personnel Benefits Fund under the 1999 General Appropriations Act.
- Subsequent funding requirements are to be included in the regular PNP budget appropriations.
Legal Authority and Effectivity
- The EO is issued under the constitutional powers of the President of the Philippines.
- The salary grades take effect specifically on January 1, 1999.
- This directive ensures parity in salary grade between PNP uniformed personnel and public school teachers as mandated by law.
