Executive Order No. 107 dated June 10, 1999 specifies the salary grades of officers and enlisted personnel of the Philippine National Police pursuant to Section 36 of Republic Act No. 8551, also known as the Philippine National Police Reform and Reorganization Act of 1998.

Republic Act No. 6975, otherwise known as the Department of the Interior and Local Government Act of 1990, specified rank classification and stated that members of the PNP are government employees who shall draw their salaries from the National Government.
