Executive Order No. 107 is issued pursuant to Section 36 of Republic Act (R.A.) No. 8551 (PNP Reform and Reorganization Act of 1998). It also notes related context from Sections 28 and 36 of R.A. No. 6975 (DILG Act of 1990).
It requires that the uniformed members of the PNP shall have the same salary grade level as that of public school teachers.
Section 1 states that the salary grades shall be implemented effective January 1, 1999.
Director General is assigned Salary Grade 30.
Police Officer I is assigned Salary Grade 10.
Chief Superintendent corresponds to Salary Grade 27.
Senior Police Officer IV corresponds to Salary Grade 19.
Senior Inspector is assigned Salary Grade 23.
Section 2 directs NAPOLCOM, in coordination with the Department of Budget and Management (DBM), to issue the necessary implementing guidelines.

Section 3 provides that for CY 1999, funding requirements shall be sourced from any available appropriations suitable for the purpose, including the Organizational Adjustment Fund and/or the Miscellaneous Personnel Benefits Fund under the CY 1999 General Appropriations Act.
Thereafter, funding requirements shall be incorporated in the regular appropriations of the PNP.
It states that pursuant to R.A. 8551 (and related provisions), there is now a need to prescribe the Salary Grades for all PNP uniformed personnel.
EO No. 389 dated December 28, 1996 is mentioned; it provides for final implementation of salary increases effective November 1, 1997 and modified the 35-Grade salary schedule into a 33-Grade salary schedule, consistent with R.A. No. 6758.
It cites that PNP members are considered employees of the National Government and thus draw their salaries therefrom.
Chief Inspector is assigned Salary Grade 24.
