Conduct of Special Tourism-Related Activities
- The Department of Tourism (DOT) in coordination with SBMA is authorized to conduct a special and intensive tourism program emphasizing APEC's significance to the Philippines.
- DOT may engage the Department of Trade and Industry and duty-free stores at Subic Bay Freeport Zone to exhibit Filipino competitive products alongside foreign-made items.
Limited Duty-Free Shopping Privilege for Filipinos
- Filipino citizens aged 15 years and above are granted a limited duty-free shopping privilege during November 15 to 30, 1996.
- They can purchase and carry out consumer goods valued up to US $100 from the Subic Bay Freeport Zone.
- Existing restrictions on allowable items for sale still apply.
Tax and Duty-Free Privileges for Certain Individuals
- Zone residents, foreign tourists, balikbayans (returning Filipino expatriates), overseas contract workers (OCWs), and returning residents from abroad retain their current tax and duty-free privileges.
Regulation of Duty-Free Sales
- Only authorized duty-free shops regulated jointly by the Bureau of Customs and SBMA may sell tax and duty-free consumer items under this Executive Order.
- This ensures proper accounting and control of sales transactions.
Implementation and Rules Promulgation
- The Departments of Tourism, Trade and Industry, and Finance/Bureau of Customs, in coordination with SBMA, are tasked to issue rules and regulations to carry out the provisions of this order.
Effectivity
- The Executive Order takes effect immediately upon signing on November 5, 1996.
