The Subic Bay Freeport Zone is the venue for the APEC conference from November 22 to 26, 1996, and is designated as the area where special tourism and promotional activities shall be conducted as per the Executive Order.
The period from November 15 to 30, 1996 is declared as the Special APEC - Philippines Consciousness Promotion Period.
The Department of Tourism in coordination with the Subic Bay Metropolitan Authority (SBMA) are responsible for conducting APEC-related promotional activities.
Filipinos aged 15 years or older are extended a limited duty-free shopping privilege to purchase and bring out consumer items not exceeding US $100 in value from the Subic Bay Freeport Zone during November 15 to 30, 1996.
Zone residents, foreign tourists, balikbayans, overseas contract workers, and returning residents from abroad are entitled to the same tax and duty-free privileges they currently enjoy.
Sales are only allowed in duly authorized duty-free shops that are jointly regulated by the Bureau of Customs and the SBMA to ensure proper accounting of sales.
The Departments of Tourism, Trade and Industry, and Finance/Bureau of Customs, in coordination with SBMA, are responsible for promulgating the implementing rules and regulations.
The Executive Order took effect immediately upon its issuance on November 5, 1996.
