Composition and Term of the Committee on Nominations

  • Every accredited professional organization must maintain a permanent Committee on Nominations.
  • Committee composed of five immediate past national presidents; if unavailable, successors or current Board members may fill the slots.
  • The most recent past president serves as Chairman.
  • Chairman serves until replaced by the next incoming past president.
  • Members serve until replaced on a first-in, first-out basis.

Duties and Responsibilities of the Committee on Nominations

  • Actively search, screen, and select qualified nominees for appointment to the professional regulatory Board.
  • Submit to the National Board of Directors a list of five qualified nominees ranked by preference for every vacancy.
  • Comply with requirements set by the PRC regarding nomination and selection.

Search and Screening Process

  • Nomination based strictly on merit, integrity, and fitness.
  • The Committee must actively seek persons with demonstrated outstanding qualifications.
  • Appointment to regulatory Boards is a privilege, not a right.

Criteria for Selection of Nominees

  • Nominees must meet statutory qualifications for their profession plus additional criteria:
    • Proven leadership, demonstrated through awards and active participation in professional, social, or civic organizations.
    • Professional competence and experience evidenced by positions held, years of practice, and honors.
    • Impeccable integrity with strong commitment to high professional standards, verified by conduct, interviews, and testimonials.
    • Up-to-date knowledge demonstrated by teaching, research, continuing education, publications, and advanced degrees.
    • Availability and capability to fulfill Board Member duties such as exams preparation, administrative hearings, and inspections.

Grounds for Disqualification from Nomination

  • Completion of at least two terms on the regulatory Board to allow rotation of qualified members.
  • Incumbent national officers of the professional organization are ineligible.
  • Candidates who solicit or use improper influence for nomination are disqualified and presumed unfit.

Nominee Documentation Requirements

  • Nominees must complete a Personal Data Sheet or Nomination Form prescribed by the PRC, sworn under oath.
  • Must submit clearances from the National Bureau of Investigation and the Office of the Ombudsman.

Submission and Validity of Nominee Lists

  • The National President submits the Board-approved resolution recommending up to five nominees per vacancy, ranked by preference.
  • Lists must be submitted not later than three months prior to the vacancy.
  • Nominee list valid only for the current vacancy; subsequent vacancies require new nominations.

Handling of Failure or Refusal to Submit Nominees

  • The PRC notifies accredited organizations of vacancies.
  • If an organization fails or refuses to submit nominees, the PRC may:
    • Recommend reappointment or hold-over of the incumbent if authorized by law.
    • Recommend appointment of another qualified person based on prescribed criteria.
  • PRC can exercise same authority if the Committee ignores nomination criteria.

PRC's Duties in Nominee Evaluation and Recommendation

  • Upon receiving nominations, the PRC publishes nominee names in newspapers and on Commission bulletin boards for public scrutiny.
  • Invites derogatory information submission within ten days from publication.
  • Adopts a resolution recommending three nominees, ranked by preference, to the President.
  • Submits resolution to Office of the President at least two months before vacancy with a request for appointment issuance 30 days before licensure exams.

Reappointment and Appointment of Board Members and Chairman

  • Board members who served less than half a term and demonstrate exemplary performance may be recommended for reappointment if allowed by law.
  • For chairman vacancies:
    • PRC consults with outgoing Chairman, Board members, and professional organizations.
    • PRC may recommend incumbent Board members or other qualified persons with outstanding qualities.
    • A separate resolution for chairman nominees is submitted to the President.

Effectivity

  • The Executive Order takes effect immediately upon issuance.
