Executive Order No. 496 institutes procedures and criteria for the selection and recommendation of nominees for appointment to vacant positions in the Professional Regulatory Boards under the supervision of the Professional Regulation Commission.

The Professional Regulation Commission submits and recommends nominees to the President of the Philippines from among those nominated by bona fide professional organizations accredited by the Commission.

The Committee on Nominations is composed of the five immediate past national presidents of the organization, with the most recent past president serving as Chairman. If there are not enough past presidents, incumbent Board members may serve as members.

The Committee actively searches, screens, and selects qualified nominees for vacant Board positions, submits to the National Board of Directors a list of five qualified nominees ranked by preference, and complies with the Professional Regulation Commission's requirements on nomination.

Nominees must have proven leadership qualities, professional competence and experience, impeccable integrity, up-to-date knowledge in their profession, and the time and capability to perform board duties.

Those who have already served at least two terms, incumbent national officers of the organization, and those who solicit or use influence to seek nomination are disqualified.

Each nominee must submit a Personal Data Sheet or Nomination Form under oath and provide current clearances from the National Bureau of Investigation and the Office of the Ombudsman.

The Professional Regulation Commission may recommend the reappointment of the incumbent or appoint another qualified person. The Commission can also act if the organization's Committee on Nominations disregards the criteria.

The Commission immediately publishes the nominees' names in a widely circulated newspaper and posts them on the Commission's bulletin board to invite any derogatory information from the public within ten days.

The Commission adopts a resolution recommending three nominees ranked by preference to the President and submits this resolution to the Office of the President at least two months before the vacancy occurs.

A Chairman or Member who has served less than half of their full term may be reappointed if they have an exemplary record and if the law creating the Board authorizes such reappointment.

The Commission consults with the outgoing Chairman, Board members, and the professional organization to recommend a nominee from incumbent members or qualified outsiders and submits a separate resolution for the appointment of the Chairman.
