Definition of Key Terms
- Authorized Representative: Person authorized by the dealer to represent them in sales reporting transactions with the LTO.
- Component: Engine, motor chassis, and/or body of a motor vehicle.
- Dealer: Natural or juridical person selling motor vehicles or components, accredited by the LTO.
- Do-it-Yourself (DIY): System allowing authorized representatives to report sales without direct LTO personnel involvement.
- Motor Vehicle: Any vehicle powered other than by muscular force operating on public highways, excluding certain specialized vehicles and equipment as specified.
- Sales Reporting: Mandatory reporting of all motor vehicle sales to the LTO prior to registration.
- LTO: Land Transportation Office.
Venue for Sales Reporting
- Sales reporting must be conducted exclusively at the Regional Office via the DIY Sales Reporting Unit.
Procedure for Sales Reporting
- User ID issued to authorized representatives for dealer-exclusive use.
- Authorized representatives report sales directly at the Regional Office’s DIY Unit.
- Sales entries require system validation before uploading.
- Upon successful validation, buyer details including name, address, invoice number, sale date, and sale amount are encoded and uploaded.
- Transactions with data discrepancies are terminated and voided; representatives must rectify errors with their sales.
- Dealers bear sole responsibility and liability for all errors, whether intentional or inadvertent, in sales reports through the DIY system.
Requirement for Sales Reporting
- Submission of a Sales Invoice is mandatory.
Repealing Clause
- Previous orders, circulars, memoranda, or related issuances inconsistent with these provisions are repealed or amended accordingly.
Effectivity
- The Order takes effect fifteen (15) days after its publication in the Official Gazette or a newspaper of general circulation.
