Right Hand Drive Vehicle Safety Signs Regulation

Right hand drive motor vehicles are allowed for registration to help address transportation shortages.
Accidents have been traced to drivers’ inability to see clearly oncoming vehicles or pedestrians on the blind side.
The regulations are promulgated to address public safety risks in the operation of right hand drive vehicles.

The Order governs motor vehicles that are right hand drive as defined under Section 1.
Section 1 requires safety signs for right hand drive vehicles based on vehicle type and sign location (front and/or rear).
Section 1.02 applies to “Other Vehicles including Cars.”
Section 1.02 also requires an additional independent sign for vehicles carrying a container van.

Section 1.01 requires a sign for motor vehicles with GVM of 4501 kgs and above.
Section 1.02(a) requires that, for “Other Vehicles including Cars,” the sign at the front windshield must read: "RHD VEHICLE - AN AIDE REQUIRED ON THE LEFTSIDE".
Section 1.02(b) requires that, at the rear, the sign must read: "CAUTION RIGHT HAND DRIVE".
Section 1.02(b) further requires that, at the rear, the sign must read: "CAUTION-RIGHT HAND DRIVE:".
Section 1.02(c) requires that vehicles carrying a container van must have an independent sign attached or hooked to the container reading: "CAUTION - RIGHT HAND DRIVE".

Section 2 requires the signs to be made of reflective sheeting materials.
Section 2 requires letters that are 5 cm. in height.
Section 2 requires a sticker measuring no less than 10 cms. by 60 cms..
Section 2 requires the sticker to be visible and readable from a minimum distance of 50 meters.
Section 2 requires readability in day or night time.

Section 3 imposes penalties for violations of the required safety sign rules.
Section 3 also penalizes operation of the vehicle when the driver is not accompanied by an aide.
Section 3 provides that the fine is PHP 500.00.
Section 3 requires separate liability by imposing the fine on the driver and on the owner held liable separately.

Section 4 amends prior LTO issuances, including AO No. 86-AO-004 dated 25 July 1986 and AO No. 90-003 dated 05 March 1990.
Section 5 sets the effectivity rule at 15 days after publication in the Official Gazette or a newspaper of general circulation.
