Law Summary

Classification of Vehicles and Required Safety Signs

  • The regulations distinguish between two categories of vehicles:
    1. Motor Vehicles with a Gross Vehicle Mass (GVM) of 4501 kilograms and above.
    2. Other Vehicles, including cars.
  • Required safety signs for these vehicles include:
    • Front windshield: A sign stating "RHD VEHICLE - AN AIDE REQUIRED ON THE LEFT SIDE".
    • Rear of the vehicle: A sign stating "CAUTION - RIGHT HAND DRIVE".
    • For vehicles carrying container vans: An additional, independent sign must be attached or hooked to the container with the inscription "CAUTION - RIGHT HAND DRIVE".

Specifications of Safety Signs

  • Signs must be made from reflective sheeting material to ensure visibility both day and night.
  • Letter height must be at least 5 centimeters.
  • The overall sticker size must be no less than 10 centimeters by 60 centimeters.
  • Signs must be visible and readable from a minimum distance of 50 meters under all lighting conditions.

Penalties for Non-Compliance

  • Any RHD motor vehicle found violating these regulations will be subject to penalties.
  • Operation of such vehicles without the driver being accompanied by an aide on the left side is also a violation.
  • A fine of Five Hundred Pesos (₱500.00) will be imposed separately on the driver and the owner, both held liable.

Amendments to Previous Orders

  • This Order amends previous Orders, specifically:
    • AO No. 86-AO-004 dated July 25, 1986.
    • AO No. 90-003 dated March 5, 1990.

Effectivity

  • The Order shall take effect 15 days after its publication in the Official Gazette or a newspaper of general circulation.
