Legal basis and administrative control
- The proclamation is issued pursuant to Section 83 of Commonwealth Act No. 141, as amended.

- The boundaries are defined by natural features and neighboring land categories, including Rayusan River, Kinarawan River, Maltongtong River, Mompong River, Pusog Creek, Busuanga River, and public forest areas.
- The boundaries also reference Calintaan Public Lands Subdivision PLS-15 (PHILCUSA-FOA) and Sablayan Public Lands Subdivision PLS-14 (PHILCUSA-POA).
- The proclamation includes a detailed technical description of the parcel using bearings, distances, and marked points from point 1 through point 81.
Area, monumentation, and survey references
- The reserved parcel contains an approximate area of 16,190 hectares, more or less.
- Points in the technical description are indicated on a plan and marked on the ground, including by corners, stones, B. L. cylindrical concrete monuments, and different trees.

Administrative consequences of the reservation
- The Bureau of Prisons administers the Sablayan Penal Colony and Farm within the reserved parcel.

- The Bureau of Forestry also administers and controls use and occupancy within portions of the area indicated as timber land or forest reserve.
